Residence permit

In order to obtain a work permit, a foreigner must first obtain a temporary residence permit-a residence permit.

The application for residence permit will be submitted to the Ministry of the Interior together with the following documents:

Prove that foreigners have sufficient funds to live in Serbia on their own;
Proof that the foreigner has health insurance;
Proof of the purpose of temporary residence in Serbia;
Prove that the management fee has been paid.
Approval is issued within 30 days after submitting the application. The validity period of the permit is up to one year (usually the first two issuance of residence permits for a period of 6 months), after which it can be extended. The approval letter is issued in the foreigner’s travel document.

After the temporary residence is approved, the foreigner can start the process of obtaining a work permit.

Work permit

If a work permit is sought to seek employment, the employer shall submit an application for the issuance of a work permit to the national employment agency. The application must be accompanied by the following documents:

Employer registration certificate;
Foreigner’s travel documents;
Approval of temporary residence;
A certificate issued by the Central Health Care Registry certifying that the employer has not fired any employees in the workplace due to technical, economic or other organizational changes due to work permits
A certificate issued by the National Employment Agency that no Serbian citizen was eligible to apply for a work permit within one month before the application;
Propose the “Employment Agreement” in accordance with the law;
Excerpted from the “Regulations on the Organization and Systematization of Works Related to Foreigners’ Work”;
Diploma or other professional qualification certificate;
Proof that the foreigner meets the applicable work regulations for foreigners;
Prove that the management fee has been paid.
This process may take up to 45 days, but it will usually be completed in a short period of time.

If the application for a work permit is for self-employment, the foreigner must submit an application for a work permit. The following documents must be provided after application:

Professional qualification certificate and work qualification certificate;
Lease certificate or ownership of business premises (contract or pre-contract);
Proof of available equipment required for the job;
A statement regarding the type, duration and scope of work, and the number and structure of employees;
Invitation card;
Prove that the management fee has been paid.
Must start work within 90 days after obtaining the work permit.
